It may just be an inapt expository of the hadith regarding Allah's Subhanahua Ta'ala's "dhahak." I think restraint should be taken at individuals who have not achieved the title "Shaykh," through the traditional sense (through rigorous hours with Ulama e Haqq under a darsi curicullum), rather as a title to refer to the elderly.

No. It is kufr. Whoever made the quoted utterance you showed, is a jahil mutlaq and certainly not a sheikh. He needs to denounce this kufr, re-enter Islam, renew his nikah and re-do his Hajj. If he is stubborn about it and refuses, he needs to be socially boycotted.
