The rulings in regard to Kafirs depends on their status as dhimmi or harbi.

There are NO dhimmis present in today's time, all Kafirs are harbi and thus the rulings in regard to harbis are applied on them.

No. Muslims are not permitted to invite harbiyyeen to our mosques.

Please note that recently, some hypocrites pretending to be connecting seekers to guidance have been lying disgracefully that our master Imam Abu Haniifah’s madhhab allows ANY kafirs, without distinguishing between dhimmi and harbiy, to enter our beloved Holy Cities of Makkah and Madinah. This is simply a lie. Those people are simply hypocrites spreading kufr, zandaqa and nifaaq across borders. Not that their “fatwas” will have any bearing on the actual state of affairs of the blessed Makkah and Madinah.
