Here it is: It is mentioned in the books of the Hanafi School of the permissibility to supplicate after Fajr and the loud prayers, if a major difficulty or disaster befalls the Muslims. It is sunnah to make the qunut after the Ruku, according to the most strongest opinion in the Hanafi School. One should then place one’s hands like in (Qiyam) standing and Qunut of Witr according to the opinion of Imam Abu Hanifa and Imam Abu Yusuf. And if one leaves one’s hand aside, it is also permissible according to Imam Muhammad, so one should not object on others. There is possibility of permissibility understood from the Hadith about raising one’s hands from the beginning of Qunut until the end. One should also not object on others who raise their hands. short answer: we, the Hanafis do the qunut in witr. however, if we follow a shafiyi or maliki imam doing qunut in fajr, we just stand with them silently - neither raising hands nor reciting the du'a. and join the imam when he goes to the ruku'u. this ruling can be found in common Hanafi fiqh literature. the above ruling is superseded in times of distress, intense fear or affliction (nawazil); in such times it is sunnah to do the qunut in fajr as described by our fuqaha.
