بسم اللہ الرحمن الرحیم۔ If a child is afflicted with Nazar then recite Durood Sharif three times and اعوذ باللہ one time. Then recite سورۃ الکوثر once and blow on the right cheek, then recite a second time and blow on the left cheek, then recite a third time and blow on the forehead. Recite بسم اللہ الرحمن الرحیم once before reciting سورة الکوثر each time. Another method of removing Nazar is to recite بسم اللہ الرحمن الرحیم three times and the following Dua seven times: بسم اللہ اَللّٰھُمَّ اَذْھِبْ حَرَّھَا وَ بَرْدَھَا وَ وَصَبَھَا ,then blow on the afflicted person. Another method is to recite the last two Ayaat of سورۃ القلم eleven times with Durood Sharif three times before and after, and blow on the afflicted person and blow on water to give them to drink.
how about reciting the last two verses of Chapter Qalam? 68: al Qalam 51 And indeed the disbelievers seem as if they would topple you with their evil gaze when they hear the Qur'an, and they say, “He is indeed insane.” 68: al Qalam 52 Whereas it is not but an advice to the entire creation!
There are two types of Nazar so one must determine which one he is afflicted by because the treatment for one type is different to the other and Allah Knows Best. Yahya related to me from Malik that Muhammad ibn Abi Umama ibn Sahl ibn Hunayf heard his father say, "My father, Sahl ibn Hunayf did a ghusl at al-Kharrar. He removed the jubbah he had on while Amir ibn Rabia was watching, and Sahl was a man with beautiful white skin. Amir said to him, 'I have never seen anything like what I have seen today, not even the skin of a virgin.' Sahl fell ill on the spot, and his condition grew worse. Somebody went to the Messenger of Allah, may Allah bless him and grant him peace, and told him that Sahl was ill, and could not go with him. The Messenger of Allah, may Allah bless him and grant him peace, came to him, and Sahl told him what had happened with Amir. The Messenger of Allah, may Allah bless him and grant him peace, said, 'Why does one of you kill his brother? Why did you not say, "May Allah bless you?" (ta baraka-llah) The evil eye is true. Do wudu from it.' Amir did wudu from it and Sahl went with the Messenger of Allah, may Allah bless him and grant him peace, and there was nothing wrong with him." So if it's this type then you follow what is mentioned in the Narration above. But the other type that is hatred that comes from someone's heart and hits someone like an arrow then one does Ruqya through Specific Duas and Surah Falaq. You say it is Evil Eye, but sometimes it is not and more sinister than that. So one has to investigate properly because if you try to treat evil eye and it turns out to be witchcraft then perhaps a lot more extensive Ruqya is needed. Allah Knows Best
in sahih al bukhari is the following dua (vide al-adhkar of imam al-nawawi): sayyiduna ibrahim alayhi's salam would recite this dua to ward off evil eye from his children, the prophets, sayyiduna ismayil and sayyiduna is'haq alayhima al-salam
