one of the qualities of a mujaddid is that he be marja'ul 'ulama. the istifta' that alaHazrat received were from other 'ulama a lot of the time. i think it was 1061 out of 4095 fatawa that were from 'ulama.
alaHazrat says that sometimes, so many questions are sent to him to seek fatawa that 500 istifta' may gather at a time.
