this is logistically impossible. and naive advice. agreed, there is no harm in checking and getting your docs in order - but a majority of people, including middle-class families do not have their papers in order. people have lost their papers in riot-hit or flood-hit places. besides, it is inhuman and unreasonable to expect the population of a poverty-ridden, underdeveloped, country rife with illiteracy to produce papers!

add to that - have them digitized. if only we could have a central repository for users to store and retrieve their records.
