Allah nahi kar sakta: If we can at least do a ta’wil of Huzur Kanz al-Ulama Qiblah 'Allama Jalali sahib zeeda sharfahu, we can say he is trying to convey the statement huwa qadrun ‘ala jami’y al maqdurat. The wording is mistaken/odd "Allah (ta'ala) doosra Muhammad صلى الله عليه و سلم paida karnay ki taqat nahi rakhta" and taqat nahi rakhta, maazAllah Again wording is odd/mistaken but taqat is the urdu translation of qudrah nahin bana sakta This is mistaken. It's a mistake in wording, nothing more.
a3udhu billah. i have no choice but to call jalali as sunniyon ka zakir naik! it's shocking he could speak in the way he spoke, in the radd of irfan mardood! no doubt such expressions are kufr on their own due to extreme disrespect for Allah. like Noori saab said, saying something is impossible intrinsically is enough and correct rather than talking like a fool and saying "Allah is incapable to..." wal 3eyadhu billah! Allahu a3lam about the ruling on the speaker.

dr. asif ashraf jalali sahib is explaining the correct aqidah but at the same time is using very incorrect and disrespectful words repeatedly; "Allah doosra Muhammad paida karnay ki taqat nahi rakhta" maazAllah, even though he stated the correct aqidah that any other creation like Muhammad alaihi afDalus salatu wat-taslim is mustahil dhati because it will necessitate kadhib in Allah's speech, but he is also repeating again and again expressions like; Allah nahi kar sakta, nahin bana sakta, taqat nahi rakhta, which is very very disgusting, he should have simply said that Alalh's Subhanu wa Ta'ala power does not include the impossibles or imperfections.
