But what about those who identify as you said but also accept amman message and some also say very strange things like supporting secularism and non muslim rulers like putin or trump. Why are they counted as sunni?

Some signs to recognize them :

-They'll be uncomfortable to explicitly identify themselves as Ashari - Maturidi
    - They won't use the term "wahabi" or they'll avoid criticizing them ; "We're all muslims"
    - Mere mention of Imam Ahmad Rida khan will infuriate them
    - Some of their favorite buzzwords:
    Ulama e Deoband
    Ashraf Ali thanwi, Gangohi
    Nadwatul Ulama
    Tablighi Jamat
    - They shave their moustache, wear very thin turbans/caps & always wear their younger brother's pants

On the other hand Subcon Sunnis are very Unwavering & proud of their maturidi Identity, will always talk about Rasūlullah ﷺ, the Awliyaa, Shrines, Tabarrukāt, Ala hazrat, the Sūfiya & openly criticize wahabis & other deviants.

In our country (land of bukhara) we don't have deviant sects and groups, however in my recent trip to UK i shocked to come across several groups claiming to be hanafi. On the onset they looked hanafi but deeper discussion and reading their books they sounded salafiyized and wahhabisized.

What criteria can be used to determine a sunni from non sunni?

Keep in mind there are groups calling for unity of religions such as Amman message supporter by Azhari and Yemeni scholars
