Reciting the Quran with this tarteeb is quite popular among Turks and it is attributed to a narration by Ibn Abbas radi Allahu 3anhuma, in Risalat ash-Shifa li Adwa al-Waba, by the Ottoman era Sheikh Isamuddin Ahmed Taskopuzade. per the Turks, it's called Khatme Osmani because it is on the pattern of the khatm recitations of Sayyiduna Dhin Noorayn Osman radi Allahu 3anhu https://archive.org/details/20221215_20221215_0826 --- It is also well mentioned in many Shajrah's of our Qadri Ridawi silsilas (without calling it Osmani, afaik) but attributed to awliyaa without mentioning Ibn Abbas radi Allahu 3anhu narration on the fazilat From Shajrah Ridawiyya Attaria --- according to this Turkish blog - https://yukarikayalar.wordpress.com/2012/11/25/hz-osman-r-a-in-kuran-hatim-sekli/ it's also mentioned in Imam Ghazali's Ihya and Tafsir Ruhul Bayan (i didn't check), apparently with a slightly different tarteeb - on Day 2, it's Surah An3am to end of Surah Hud.
