Allamah Ghulam Rasool Saeedi (HafidhuAllah) quotes many scholars on the issue.

    Few of them are

Allamah Ayni(RahimimuAllah) who quotes hadith of hazrat Buraidah(RadhiAllahuanhu)

Allamah Mullah Ali Qari(Rahimullah) says that many scholars have given fatawa that putting Fresh(wet) branches and flowers is a common practice and sunnah

Shaykh-ul-Islam Hafidh ibn Hajr Asqalani(Rahimullah) quotes Allamah Khitabi and allows putting fresh branches and anything with same essence. Also, allows Dhikr and Quran khwani.

Below mentioned hadith shareef is one of the proofs for putting flowers on the graves.

Narrated by Hazrat Ibn Abbas(RadhiAllahuanhu) : The Holy Beloved Prophet (Peace be upon him) once passed by two graves and said, "They (the deceased persons in those graves) are being tortured not for a great thing to avoid." And then added, "Yes, (they are being punished for a big sin), for one of them used to go about with calumnies while the other never saved himself from being soiled with his urine." (Ibn Abbas added): Then he took a green leaf of a date-palm) and split it into two pieces and fixed one piece on each grave and said, "May their punishment be abated till these (two pieces) get dry

I would appreciate, if any learned brothers can give some explanation on the hadith under the light of commentaries such Fath-al bari by Imam Asqalani, Umdat al-qari by Imam al ayni and sharha sahih bukhari by Allama Ghulam Rasool saeedi.
