Question:
In a Jami‘ Masjid, should preaching (wa‘z) be done only with someone’s permission?
If a person wishes to give a speech, but he does not possess sufficient knowledge of the Islamic sciences, and his speech is inflammatory—can the mosque’s imam prevent him from delivering such a speech?
Answer:
In preaching—and in every matter—the foremost permission required is that of Allah and His Messenger ﷺ.
A person who does not possess adequate knowledge cannot be called a wa‘iz (preacher); calling him such is haram, and listening to his preaching is not permissible.
If someone is, God forbid, a person of deviant belief (bud-madhhab), then he is a deputy of Satan, and listening to his words is severely haram.
If someone’s speech leads to fitnah, then the imam and all the people of the mosque have the right to prevent him.
And if a fully qualified Sunni scholar of sound creed delivers a sermon, no one has the right to stop him, as Allah Almighty says:
"And who is more unjust than the one who prevents the name of Allah from being mentioned in His mosques?" (Qur’an 2:114)
