Rizq

Can anybody explain how rizq distributed and is there any way that rizq is delayed..

وَقَالُوا۟ لَوۡلَا نُزِّلَ هَـٰذَا ٱلۡقُرۡءَانُ عَلَىٰ رَجُلࣲ مِّنَ ٱلۡقَرۡیَتَیۡنِ عَظِیمٍ ۝٣١ أَهُمۡ یَقۡسِمُونَ رَحۡمَتَ رَبِّكَۚ نَحۡنُ قَسَمۡنَا بَیۡنَهُم مَّعِیشَتَهُمۡ فِی ٱلۡحَیَوٰةِ ٱلدُّنۡیَاۚ وَرَفَعۡنَا بَعۡضَهُمۡ فَوۡقَ بَعۡضࣲ دَرَجَـٰتࣲ لِّیَتَّخِذَ بَعۡضُهُم بَعۡضࣰا سُخۡرِیࣰّاۗ وَرَحۡمَتُ رَبِّكَ خَیۡرࣱ مِّمَّا یَجۡمَعُونَ ۝٣٢﴾ [الزخرف ٢٩-٣٢]​

أَوَلَمۡ یَعۡلَمُوۤا۟ أَنَّ ٱللَّهَ یَبۡسُطُ ٱلرِّزۡقَ لِمَن یَشَاۤءُ وَیَقۡدِرُۚ إِنَّ فِی ذَ ٰ⁠لِكَ لَـَٔایَـٰتࣲ لِّقَوۡمࣲ یُؤۡمِنُونَ﴾ [الزمر ٥٢]

لِیَجۡزِیَهُمُ ٱللَّهُ أَحۡسَنَ مَا عَمِلُوا۟ وَیَزِیدَهُم مِّن فَضۡلِهِۦۗ وَٱللَّهُ یَرۡزُقُ مَن یَشَاۤءُ بِغَیۡرِ حِسَابࣲ

rizq is distributed by Allah ta'ala and it is His Will - nobody has any say in this matter.

however, those who fear Allah ta'ala and are pious have a better access:

​

وَمَن یَتَّقِ ٱللَّهَ یَجۡعَل لَّهُۥ مَخۡرَجࣰا ۝٢ وَیَرۡزُقۡهُ مِنۡ حَیۡثُ لَا یَحۡتَسِبُۚ وَمَن یَتَوَكَّلۡ عَلَى ٱللَّهِ فَهُوَ حَسۡبُهُۥۤۚ​
