Is this is a genuine quote of Ala Hadrat 'alyhi rahma

I came across the following quoted by a Deobandi:

"To give to someone or to withhold from someone through tombs and graves in mundane matters is possible. Those who are disappointed of the powers of the dead are infidels (kafirs!). The dead are parties with Allah in superhuman deeds." (Ahkaam ash Shariah vol. 2 p. 155 by Ahmad Riza Khan *****)

Is this a genuine quote??

I would never trust a quote attributed to Ala Hazrat by a Deobandi but since I have the book this quote is allegedly from I will look it up.

Two points: (1) the original is an Urdu work
(2) based on just the English it seems this translation is awful as it doesn't make much sense.

see? it is easy to make accusations.
