The criticism of him as a person is debatable. The pseudo-salafis seem to be emphasising one particular aspect of a biography which is overall in general praise of him. Why don't you ask the pseudo-salafi author who is keen to judge the authenticity of narrations for the authentic chain to someone from al-`Utbi's time proving this drinking accusation against him? Anyway, sure, the chain of al-Utbi's narration is apparently inauthentic. Whoever claimed the narration was an important proof for tawassul? The real question which the website you've linked fails to answer, however, is why would so many great scholars narrate the incident without rebuke? Scholars of fiqh have narrated the incident in “Chapter on Visiting the Grave of the Prophet” as Ibn Qudama did in al-Mughni or as Imam al-Nawawi did in al-Adhkar under “Chapter: Regarding Visiting the Grave of Rasulullah (‘alayhis salaam) and its Remembrances (adhkar)” . Imam al-Mawardi narrates it in the chapter on Hajj in Al-Ahkam al-Sultaniyya. Similarly famous scholars of Tafsir like Ibn Kathir and Imam al-Qurtubi also narrate this incident under the aya "...If they had only, when they were unjust to themselves, come unto thee and asked Allah's forgiveness, and the Messenger had asked forgiveness for them, they would have found Allah indeed Oft-returning, Most Merciful" . One might ask your article's author why would they narrate the incident if it had any hint of shirk or bid'ah or if they had any problem with it?
