They are allowed on women. @abu Hasan or others can advise the exact reason mentioned in other ahadith, it's either imitation of majoos (fire worshipers very similar to hindus) or women or both. Some people of some salasil, mainly Chishti, Sabri, Nizami, Ashrafi et al wear a shade of yellow mufflers or caps or amamas or sometimes robes that's not saffron per se but very close to it on the html color chart. even if it was saffron, i think caps, amama, mufflers count as accessories and not clothing per se. it's like an identifier or uniform of the silsilah... i'm not a fan of this practice of almost close to saffron color jubbas as many hindu sadhus too wear yellow or light saffron, but thought maybe those mashayekh know a daleel or nuance we don't Allah knows best
Hindus do not own the saffron colour, nor does it exclusively represent Hinduism, perhaps Hindutva. This is similar to how LGBTQ community hijacked Rainbow. There is nothing inherently bad about saffron colour. Additionally, this phenomenon is only observed in the Indian subcontinent. Therefore, in my opinion, there should not be any stigma if a scholar chooses to wear saffron-colored amamah. Many scholars wear green amamah as it represents the gumbad e khazra. Historically, the green dome has had different colors. I have heard that there is still a blue dome underneath. Furthermore, these structures were built during the Islamic medieval period, and We still love them because we associate them with the resting place of our beloved Prophet صلى الله عليه وسلم.
