    Waleikum Salam

Qufl = Lock in Arabic (and pure Urdu, probably Persian too)

Qufl-e-Madina = the lock of Madina

It is a beautiful wording used by the Ameer and brothers of Da'wat-e-Islami regarding adhering to the principles of decency and piety taught in the Quran and Sunnah and exerting on one's nafs against haram.

Like all Sunnis worldwide, the Ameer and the brothers of Da'wat-e-Islami are engrossed in the love of the Prophet, sal Allahu 'alaihi wa 'ala aalihi wa sahbihi wa sallam, and they love to aggrandize anything that pertains to him or his blessed city. So in their terminology for da'wah and tabligh, they use the word "Madinah" and "Madani" a lot to stress on their own love of the Blessed Prophet and preach it to others as well.

For example, in normal usage, someone might tell you, "Brother I have a humble request to ...". The Da'wat-e-Islami brothers will say something like, "Brother I have a Madani request to ...."

The Ameer of Da'wat-e-Islami says, for example, that answering the phone, one might not be able to say salam as the caller might even be a non-Muslim. At the same time, "Hello" the standard phone greeting is one of the kuffar. He suggests, one say "Madina" when they answer the phone. At Da'wat-e-Islami meetings, if someone has to make a point or some input to give, they do not say "excuse me" but would raise their hand and say "Madina".

    ---

With that in mind, the Ameer has propagated the concept of "Qufl-e-Madina" which is basically nothing but adherence to the Shari'a.

For example, the Qufl-e-Madina of the tongue encompasses locking one's tongue away from foul language, gossip, backbiting, slander, etc.

The Qufl-e-Madina of the body encompasses staying away from over-eating, haram acts, lustful glances (Qufl-e-Madina of the eyes), and so on.

The Qufl-e-Madina of the heart entails following the teachings of ahadith to purify your heart, like abstaining from 'ujb, riyaa, takabbur, bughdh etc.

Its just a Da'wat-e-Islami terminology they use regarding following the teachings of the Blessed Habib Al-A'zdham, sal Allahu 'alaihi wa 'ala aalihi wa sahbihi wa sallam.

Hope that makes it clear insha Allah.
