Can you provide the source for your claim? Can you produce any scan backing what you have attributed to Pir Mihr Ali Shah (rahmatuLLah alayh)? I cursorily browsed Pir Mihr Ali's short treatise Tasfiah Mabain Sunni Wa Shi’ah, where he has discussed the excellence of all the rightly guided khalifas. A section of the book is even devoted to the excellence of shaykhayn (radiAllahu anh). If there is any place where Pir Mihr Ali Shah could have attributed superiority to Hazrat Ali (radiAllahu anhu), it would have been in this book; however, I can't see any such declaration by Pir Mihr Ali Shah.
